Before you go jumping all over the landlord for this,
you all need to see the red flag dangling in front of your faces.
He can no longer AFFORD cable and internet.
even if you pay them,
they are not going to be deducted from the rent.
He would use the rent to pay them if he could.
it sounds that,
like alot of people,
he is struggling financially.
He may be in danger of losing the home.
So its up to you.
You are benefitting from cable and internet not him,
do you want to or can you afford to pay it?
And pay the full rent?
then tell him so.
He didnt HAVE to provide them as they are not a necessary utility.
Sounds like he tried to make it work and just couldnt.
Talk to him.
If he cant afford to pay the HOA fees either,
you will probably be evicted and he will be forced to sell the property.
I would quit worrying about the cable and internet,
start looking for somewhere else to live.
I know its a hassle,
but it sounds like the landlord may be going into forclosure soon.

At least he is being up front with you about not being able to afford cable and internet.
I bet if you talk to him,
he will work with you on moving.
