The milky film over an older dogs eyes is the clouding of the inner lens, and in people they call it cateracts. There really isn`t anything you can do, but be patient with a dog that can`t see clearly.

Light reflecting on the dog`s eyes makes them appear to take on a different color. In a similar way, photos taken with a flash produce the red-eye effect.

We have a Poodle/shih tzu and her eyes turn red when she gets excited. As soon as she starts playing, running, or getting her belly rubbed, her eyes turn glass red.

Just wipe it off with a q-tip but be gentle. Then after that put a little bit of vaseline around the area DO NOT GET IT IN THE EYES. should help.
